Planning application supporting information

You are likely to need to submit extra information with your planning application. This is known as validation criteria. If you do not submit all the correct information with your application it may take longer for you to get permission.

All supporting documents should be uploaded to the Planning Portal alongside your application. All plans and drawings must include the paper size, address of the proposal, metric scale, be appropriately titled, and plans must show the direction of north.

Please ensure the content and detail of your supporting documentation is sufficient to assess and consult on your application. Many applications are found to require further information following validation due to insufficient or inaccurate detail within documents. This can extend the time frame required to make a decision on your application, and significantly deficient supporting information may lead to your application being refused.

Non-material amendment application

Please note that only very minor and/or trivial revisions to the original proposal may be made by means of a non-material amendment application. Please speak to the original case officer for advice on this matter. Amendments which are not deemed to be very minor or trivial will likely require a fresh planning application. 

Warning It is not possible to make non-material amendments to listed building consent. A fresh application is always required.

Definitions

Major applications

For residential development it means where 10 or more homes will be provided, or the site has an area of 0.5 hectares or more. For non-residential development it means additional floorspace of 1,000 square meters or more, or a site of 1 hectare or more, or as otherwise set out in the Town and Country Planning (Development Management Procedure) (England) Order 2015.

Main town centre uses

  • Retail development including warehouse clubs and factory outlet centres

  • leisure, entertainment and more intensive sport and recreation uses including cinemas, restaurants, drive-through restaurants, bars and pubs, nightclubs, casinos, health and fitness centres, indoor bowling centres and bingo halls

  • offices

  • arts, culture and tourism development including theatres, museums, galleries and concert halls, hotels and conference facilities

Open space

As defined in the Cheltenham Plan 2020 (Para. 17.20):

  • parks and gardens

  • natural and semi-natural greenspaces

  • amenity greenspace

  • provision for children and young people

  • allotments

  • cemeteries

  • disused churchyards or other burial grounds

  • civic spaces including market squares and other hard-surfaced areas designed for pedestrians

Strategic sites

Application sites falling within (in full or in part) those strategic allocations specified in Part 6 of the Joint Core Strategy, in particular those listed in Table SA1.
