The Borough of Cheltenham (Off Street Parking Places) Order 2020

Off-street parking

Our off-street parking order governs the way we manage off-street car parks across the borough.

The current off-street parking order is dated 2020. The order regulates off-street parking places in the Cheltenham Borough. Amendments to the order are made by notices of variation.

 

Notice of Parking Order 2020

Notice is herby given that the Council of the Borough of Cheltenham (“the Council”) has made an Order under Sections 32 and 35 of and under Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) (“the Act”) and of all other enabling powers with the consent of Gloucestershire County Council in accordance with Section 39(3) of the Act and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The Order which came into effect on 10 February 2020 may be cited as “The Borough of Cheltenham (Off Street Parking Places) Order 2020” (“the Order”) and relates to parking places in the Borough of Cheltenham.

The effect of the Order is to revoke The Borough of Cheltenham (Off Street Parking Places) Order 2007 in its entirety and to:

  • Remove Sandford Park Lido parking place from council management.
  • Reiterate tariffs and restrictions in existing council parking places.
  • Introduce tariffs and restrictions in the following council parking places:
    • Sherborne Street
    • St James Square
    • Pittville Pump Room
    • Albemarle Gate
    • Lansdown Place Lane
  • Introduce season tickets across most council parking places
  • Allow Malvern Walk (Malvern Road access) to be utilised for council permit parking
  • Allow the rear of Municipal Offices car park to be utilised for permit parking
  • Vary disabled parking provision – first 3 hours for free – in identified council parking places, except Regent Arcade
  • Reduce by 61% the available spaces at St Georges Road parking place
  • Introduce electric vehicle charging point restrictions

The Order may be inspected at the reception of Cheltenham Borough Council offices, Municipal Offices, Promenade, Cheltenham, Glos GL50 9SA during normal working hours or downloaded using the links below.

 

 

Any person who wishes to question the validity of this Order or any provision contained In it on the grounds that it is not within the powers conferred by the Act on any ground that any requirement of the Act or any instrument made thereunder has not been complied with in relation to this Order may within six weeks from the date of this Notice make application to the High Court.

Notice of Parking Order 2020 - Variation 1 (November 2020)

We intend to make an Order to make changes to Royal Well Bus Node car park, Chelt Walk car park and St James Square car park.

The effect of the Order will be:

  • to re-name Royal Well Bus Node car park to Clarence car park
  • to introduce a tariff change at Chelt Walk car park from
    • £2.90 Up to 2 hrs
    • £4.50 2-3 hrs
    • £6.00 3-4 hrs
    • £10.00 over 4 hrs
      • to
    • (i) £1.70 up to 1 hr
    • (ii) £2.90 1-2hrs
    • (iii) £4.50 2-3 hrs
    • (iv)£6.00 3-4 hrs
    • (v) £10.00 over 4hrs
  • to remove St James Square entirely from the provisions of the Borough of Cheltenham (Off Street Parking Places) Order 2020

Notice of Parking Order 2020 (Variation 2) Order 2022

The Order

We have made an Order to make changes to to Pittville Pump Room car park which comes into effect on 1 March 2022.

The effect of the Order will be to:

  • Extend the maximum stay period to 10 hours
  • Allow free parking on Sundays
  • Introduce the following charges:
    • Up to 1 hour - £1.00
    • Up to 2 hours - £1.50
    • Up to 3 hours - £2.00
    • Over 3 hours - £5.50

Notice of Parking Order 2020 (Variation 3) Order 2022

The Order

We have made an Order to make changes to Lansdown Place Lane car park and Town Centre East car park.

The effect of the Order will be:

  • to remove all references to Lansdown Place Lane car park from the Borough of Cheltenham (Off Street Parking Places) Order 2020
  • to introduce minor changes to the permit scheme at Town Centre East car park

Notice of Parking Order 2020 (Variation 4) Order 2024

The Order

We have made an Order relating to parking places (“parking place”) at Bath Terrace, Church Piece, St James Street and Whitefriars at Sixways.

The effect of the Order is to remove part of each parking place above from The Borough of Cheltenham (Off Street Parking Places) Order 2020 (“the 2020 Order”) to enable these areas to be leased for the installation of electric vehicle charging stations.

The Order also makes amendments to Schedule 2 of the 2020 Order (Season Tickets, Permits and Eligibility) in relation to staff and member car parking in addition to removing references to Cheltenham Borough Homes staff parking Malvern Walk and Royal Well.
