TheValuation Office Agency (VOA) allocates a band to every property based on its value on 1 April 1991. Even if you live in a new property the VOA will work out the band based on what the property value would have been in 1991. Their website has more information on how council tax bands are assessed.
You can find the council tax band for a property online. You can also use this service to challenge your council tax band if you think it’s wrong. If you make an appeal against your banding you must continue paying your council tax until a decision has been made.

You have the right to appeal a decision regarding your council tax.
You can appeal if you believe you should not be liable to pay council tax for a dwelling, or if you think an exemption or discount should be applied or if you disagree with the amount of council tax support awarded. You must appeal to the council in the first instance.
If you do not get a response or continue to dispute the decision, you have the right to appeal to the Valuation Tribunal.
